It very well could be that the Royals have no idea if he would sign or not and just felt it was worth the risk. I'm just hoping for better planning than a whim.

I've read reports that the Royals knew he'd be a tough sign but that they will give it their best shot (and open up those pocket books.) If the Royals can manage to sign all their guys, they probably had the best draft this year IMO.

Really makes me wonder what happened with Galloway.

i was wondering the same thing, he dropped a long way. I'm ok with it because i will likely be able to get him late in my draft next year since he wasn't a top pick

That was pretty much a given after selecting Tim with the first overall pick.

I really like what the Red Sox did, they drafted a ton of high upside guys. Even though they're tough signs, the Red Sox have a financial advantage over most teams. Keith Law ranked the Red Sox with the second best day 1 draft, but the Red Sox did a lot of damage on Day 2 as well drafting Meyer and Marquis among others. Meyer is an extremely tough sign due to him wanting a lot of money and his strong commitment to Kentucky.
