Is this a rule, or just one owner's history?
If it's a league rule, it's certainly not standard, but probably won't affect you very much, depending on your league format.
If an owner has done this, it's clearly not standard either, but may be very effective in some leagues. Time to devise a strategy that will counteract pitcher churning, or perhaps, if you want to avoid such play, add an IP cap to your league's rules.
