Only thing I can suggest if the current system isn't to everyone's liking is to change the rule for NEXT YEAR.
I would go with "if a player is in the minor leagues he is eligible for the minor league roster. Once that does not apply (IE callup, cut, whatever) the player must be rostered appropriately when possible or carried on active roster if owner wishes to retain player".

I'd make the rule to where if a player's in the minors, he's a minor eligible player.

One of my leagues uses that rule to the extent that if you even have a player rehabbing from a DL stint you can send thewm down to the minor system until they're unDLed
