The rookie sinkerballer is doing well his first four starts against some real opponents: Boston, Toronto, Texas, and Detroit, maintaining so far a 4:1 K:BB ratio. If he does well in his next start against the Yankees, it will definitely be time to add him in deeper mixed leagues.
One note of caution, however: only the Detroit game was away from the run-suppressing MetroDome.
I must have been thinking about Glenn Close when I wrote that. The Bridges of Madison County brings a tear to my eye every time...

And his next (Yankee) start will also be in the "run-suppressing Metrodome". Might be worth a shot if you're in a situation where you're behind in the H2H pitching cats.
I agree. I want to get value for someone rather than just drop them for Perkins, but if I had a wasted roster spot / garbage pitcher, I'd pick him up now.
So far this year, the Metrodome has been the 5th-most friendly pitching park in the majors, with a Park Factor of 0.841. Last year it was #3.
0-3 to 4-3. Worst choke in the history of baseball. Enough said.

Contreras lowered his ERA in May to 2.09.
Perkins had his first stinker, raising his ERA to 3.90.
0-3 to 4-3. Worst choke in the history of baseball. Enough said.

I tried to be a smartass by spot starting Perkins when I already had Mussina going in order to double the odds of the W and raise my Ks. So much for that idea, all I did was wreck my ERA and WHIP.
