Santana's 2003 stats as a starter:
18 GS - 110.1 IP
11 W - 2 L
2.85 ERA - 0.996 WHIP
27 BB - 109 K
That would be 110 H+BB allowed to go along with 109 stirkeouts. And fewer H+BB than innings pitched.
Despite being in the AL he had a better ERA as a starer (Webb had a 2.86 ERA as a starter last season). Johan's WHIP was better than Webb's 1.15, he had a better K/9 ratio, and a better K/BB ratio.
How is Webb a better pick under any circumstances? Webb was also a rookie last season, and Santana has been in the bigs since 2000, and has been stellar the past two seasons. The reason for that is Santana developed his best pitch before the 2001 campaign, a change-up he throws from two different grips to get two different kinds of break, that he uses to complement his mid-nities fastball (not bad for a lefty) and slider.
