subject says it all. twice this year my commish knew the exact details of a trade I offered. it's possible that he spoke to the other owner, but it's also possible that his commish privileges give him access to this type of info.
this is a league where trades require no approval process and no vetoes are possible; trades are process immediately as they are accepted.
does anybody know? can commissioners on CBS see trade offers?

Ditto that, and I doubt it. Some league settings may allow that option but I don't recall seeing anything like it when I set my league up. I can process trades that haven't been proposed or accepted - maybe useful if there's some snafu - but can't see anything going on between two other owners.

The commish, under all settings, CANNOT see any communication between owners . . this includes trade offers, trade rejections, private message board posts, etc
I know one thing. It is too easy to pull off an unfair trade with CBSSportsline. In my league, the commissioner just traded for 3 Phillies; Howard, Rollins and Utley for Hamilton, Hall and F. Cordero. I voted against the trade but it went through anyway. ABSOLUTELY unfair!

can you see rejected trades?
Nope. Just what's been agreed to and what my team's involved with.
