If someone did this last year and you wanted to change the rules, you had your chance and you blew it. Maybe this guy's team does suck bad enough, maybe he encountered a lot of injuries, whatever. Obviously, its stupid and you should make fun of him for packing it in during April, but I would not prevent him from trading for picks now.

this happens all the time in fantasy football leagues i play in...i've done it myself
if they guy thinks he cant compete this year, that's one less person you have to worry about. as long as he fields the best lineup possible i see no issues
Thanks for everyone's advice, at least the helpful advice. Some people around here need to realize that not everyone is a fantasy guru and people do actually come here to get advice and not get made fun of because our league isn't as great/professional as theirs. I love the "I wish he played in my league" replies, people have to realize that not everyone is as cool as they are.

Others have already stated it, but I'll second their thoughts that he should be able to have his fire sale. If this is something that really bothers you, put in your *no trading picks until All-Star weekend* rule next year. It's not right to change rules after the draft, even if the majority of the league would prefer to do so.
I wanna add that since every other owner has a chance to get in on his players, it's not much of a problem "upsetting competitive balance" imo, since all of the other teams have equal chances of access to the firesale owner's players. Each team will probably get better as a result and it's not that much easier to win because while your team is stronger, the other teams have gotten stronger as well.
