In my 10 man head to head league, if a pitcher gives up 15 hits allowed in one week, that pitcher is penalized 5 points. For instance, Wang gave up 10 hits last night, but still got the win, and he could very well win in his second start later in the week, but give up 5 or more hits. So in essence he will have two wins but still gets penalized for the 15 hits or more allowed. Myself and others in my league feel this is an unfair rule. Should we lobby the Commish to change it?

Sure, for next year. Seems like a fine rule to me. It decreases the advantage of a mediocre two start pitcher.
