Any thoughts on this kids upside?

He is already 23 and has yet to conquer high A-ball. He has almost no power to speak of and needs a lot of work on his defense(made 30 errors last year). He does have very good speed and take some walks. He has stolen base potential, however still gets caught way too much. All in all a very low upside player that may steal 30-40 bases a year IF he can hit enough to win a fulltime job which would not happen prior to 2010 or 2011. You should be able to do better.
