It's not just that it's been cold, but you also have to keep in mind where Hughes (and Ian Kennedy, but this topic isn't about him) is from - Southern California. All of the Yankees minor league teams below AA play in warm weather cities. He didn't get called up to AA until May when it got warmer. Obviously other guys have pitched well under the same conditions but I think the difference between them and Hughes is Hughes has had a handful of starts in the cold in his entire life. It's common knowledge that cold weather will make a baseball slick and that would mess with his control. This is an experience issue, not an ability issue.
Hughes will still have some bad games even when the weather is better. Afterall, he is one of the youngest players in the majors. But I haven't seen anything this year that would lead me to believe his ceiling is lower than what I thought it was this time last season.
