Is there a general rule on how much you spend on batting vrs pitching. Which should eat up most of your budget in an auction draft - I'm guessing batting - but how much, 60 to 70 per cent?

yup, somewhere around that. 170:90 is usually the standard but adjust it to your league.

I think it also makes a difference if you have a reserve roster in addition to your 23 man active roster. Last year, in a 5X5 NL only 10 team league with a reserve roster, I went 200/60 batting to pitching in the auction and was fortunate enough to win the league going away with 85 points.

A bad three minutes at the auction can cost you three months worth of research!

Ya you always spend more on hitting than on pitching but how much depends on your league categories.
