To get back to the topic at hand, I would use the #1 waiver on Cueto, but NOT sexay Alexei. It is actually good that you can't have his first start, because I would be benching him anyway.
I'm sure if you burn the #1 pick this early you'll get another chance at a high pick later on in the season for a Wade Davis or someone like that.
