Unfilled Roster Spots

I'm playing in a 5x5 league and one of the teams didn't draft any RP. Should that team be required to fill the roster spots? The team in question is saying "why should I need RP" and I happen to agree. It only hurts the overall team. The team is not gaining any other roster positions. Looking for some feedback.

If they don't want to fill the spots, their decision.

Although I don't see how it would help them since RPs traditionally lower the ERA/WHIP ratios, at least.
0-3 to 4-3. Worst choke in the history of baseball. Enough said.
