Help with my CBs waiver priority

i just started up a ten team cbs league. and i am the commish. we had a offline draft so i had to put the draft results in. and now we have no waiver priority. and nobody is on waivers. will somebody please help me with this. i am not seeing anything as far as my commis tools that talks about waivers. PLease HElp .

Previously, the waivers process started running as soon as you specified that your league would use waivers. Since this could cause problems if your league's rosters were not yet finalized, we now allow you to explicitly start the waivers process whenever you're ready. Once you have specified that your league uses waivers, a "Start Waivers" link will appear at the bottom of the My Team, Add/Drop page. A "Set Waivers Order" link will also appear which allows you to change or reset the waiver order.

Waivers need to be turned on in the league rules section of set-up for the links mentioned above to appear.
