How should we keep the draft order?

I run a partial keeper league, H2H 12 teams, where you can keep 2 hitters and 2 pitchers. In the past we did the first round according to how you finished in snake format and then we reshuffle the order every 2 rounds by picking out of a hat, ex last place team picks first and 24th and the championship team picks 12 and 13 and then we reshuffle by luck. I personally don't think this is right, I feel the chamionship team is getting stronger in those 2 rounds with back to back picks and the 2 last place teams only get 2 good picks... What can I do to fix this and keep it fair for everybody

Give the last place team the option of what spot they want to draft in. Then second to last chooses next and so on down the line.

But I bet that they choose to choose first.
0-3 to 4-3. Worst choke in the history of baseball. Enough said.
