Expecting him to outperform Billingsley and Cain is pushing it but I think they should all be around the same tier. He was another awesome stuff but spotty command type of pitching prospect (which is basically all of them anyway) and you have to take notice when an iffy command starter has a GB% over 50 and dramatically cuts down on his walks in the second half.

I think that 11th round is probably the highest he'll go and 14th as an absolute floor.

I don't really consider McGowan as a pure sleeper (I think Shaun Marcum falls more in this category), but is a nice fallback option among the mid-round starters if you miss out on the likes of Billingsley, Cain, Lincecum (arms with varying degrees of upside better than McGowan).
