No: the fact that there is an argument is enough to show that there are differences of opinion as to when you should veto. Using your argument, as long as one person said nothing should ever be vetoed, ever, ever, then nothing should ever be vetoed because the fact that there is an argument proves that.

Since this isn't a keeper league (when did you draft anyways, OP?) I would say no to veto, even with the Holds added.
0-3 to 4-3. Worst choke in the history of baseball. Enough said.
