I was looking forward to playing in a Winners League since i won my Roto league last year (it would probably be more competitive than a regular league).
Did they take away that option or am i just missing it when i sign up?

Don't worry, it's still there. I had a little trouble finding it myself.
Just signup for a normal public league, then when you get to the screen where you input your team name and all that stuff, scroll down a little bit and you'll find the section where you choose what type of league to be in. Right under that will have a box that let's you choose level to play. If you won a league, winner should be there. The only downfall is that all the live draft times (at least for head-to-head) are on March 28th, so you lose a little flexibility (it may be different for roto leagues).

Its the same for the roto one 2 because i signed up for it.
