I'll comment on the first half or so...

1.David Price - Top end potential
2.J.Mcgee - more proven then others when 2/3 potential
3.Rick Porcello - like more than McGee as far as potential, but I'll give McGee the nod for now
4.Jason Heyward - IMO best hitter w/ potential in the 2007 draft
5.Matt Wieters - nice catcher who should post solid/very good numbers
6.Jordon Schafer - not entirely sold but is here for producing
7J.Vitters - not crazy about him, but has good potential
8.J.Parker - love his potential
9.Mike Moustakas - not sold on him at SS, and with Gordon at 3B.... his position could hurt his value
10.Matt Laporta - same deal as Moustakas, Prince is at 1st so he will like move to OF
11.Wade Davis - now that i think about it, he could be higher a bit .... but I like Parkers potential more and pitchers are always risky
12.Desmond Jennings - nice bat who still has a chance of developing into something pretty nice
13.Austin Jackson

Intentionally biased towards closest to making an impact rather than pure talent/upside.

If your biased by who is closest to making a impact as stated. How are Moustakas, Heyward, Parker and Porcello rated higher than Cueto?

I don't think he's really as likely to become a stud as the guys ahead of him. I basically ranked it by guys who are safe bets to become studs first, putting the first four there because they're closer and Price/Wieters are guaranteed studs, LaPorta/Marrero can mash, and those four high schoolers all look pretty brilliant, Heyward especially but Moustakas is only ahead because he's at a premium position. I'd pick him to end up with the best career out of everyone on that list.
