Hmm... haven't seen any news on him and didn't consider him in any of my projections.
I see somebody else has him projected at 5/4.60/1.45/65 in 90 IP, so obviously they're assuming that he's going to be spending some time in the minors or on the DL.
Either way, unless you've got some different stats in mind these would put him firmly at the bottom.

I've heard that he would start in the minors before, but in MLB's Fantasy Preview which was put out a couple days ago it says this...
"Barring a trade, Bailey will begin the season in the Reds rotation, and he'll likely contribute right away with a good share of strong starts and plenty of strikeouts."
So I'm not clear on how he is used in 08.

I didn't want to include everyone and his mother that is under 24. Just those whom I thought would make positive contributions in fantasy for 08.

Oh I've seen Homer's mother throw. I'd rank her right below Felix.
The thing is, Homer could definitely be someone who could contribute in 08 if he's healthy and starting for the Reds.

Not saying that he wouldn't but I doubt he will be drafted in a standard league.
