No question it's Bill McNeal. News Radio is one of the best, most underrated sitcoms ever and McNeal was a big part of that. Michael Scott is funny and will probably win this though...
i'm going to abstain...i just dont find the Office funny and i've only seen a few episodes of News Radio although it was pretty dang funny, i just never got into it when it was on air and never found a regular time to watch it in syndication
I never watched News Radio when it was on, and still now, even though I work in news radio, I've only seen a couple of episodes, but both were very funny. The Office, however, is possibly the best show on television.
Steve Carell's character is a copy of the UK version David Brent played by the briliant Ricky Gervais. So Michael Scott is not original. But Carell is brilliant too so I voted for him anyways.

Meh. Michael is obviously inspired from David but the character has evolved into something unique. The characters on those two shows shared a lot of characteristics but they aren't carbon copies. Also, the U.S. characters have had a lot more time to be developed further.
