The first clue doesn't seem to fit that answer. For one thing, if it could be found anywhere in the US, I wouldn't have come down with that horrible rash last summer while camping. And secondly, what the heck is one toilet paper? One square? How can you use that?

Or if the riddle was attempting to be clever, it could be talking about how even if you bought one it would still be a "pair of underwear".

If the actual answer is toilet paper then its not a very clever riddle, its just one that makes you go "umm, OK".
