Anyone have a tutorial on how to make a flag waving on photo

i am looking for a tutorial, or if someone wants to do this for me that would be fine too. I want to put championship pennants for my winning keeper/dynasty teams on the proboards sites. i saw a tutorial once on how to do the waiving flag, but didnt save it, and cant remember where in the world i saw it.
