I'm in a Yahoo 20 teams h2h league, I won the league by 15 games.

Now we are in the playoffs, the commish LOCKED all the teams, dropped all the good players and picked them up for his team. I was wondering is there a way for me to complain and report him to Yahoo?

That just completely sucks. I feel sorry for you man.

I couldn't actually find a contact section in Yahoo for you.

However, I did find this:

Oh Well, what can you do.....thanx anyway.
At least it was a fun year, my team completely dominated.

Thats exactly the way you should look at it. Don't fret about this at all, it sucks for sure, but its not even worth worrying about now. Congrats on the nice season and a good WIN!! ;-D
