who comes back the soonest and has the biggest impact if any?
I'm in a 10 team league that's heavy on pitchers. Majority of people staff a min. of 13-17 pitchers.

I seriously doubt either will be worth anything this year unless you are in a deep NL only league. Garcia opted against surgury so he'd have a shot at playing again this season. That means he won't really be fully healthy if he comes back. Mulder has missed so much time and the Cards are going nowhere so I doubt he'll be useful. You're scraping the bottom of the barrel if you need either one of them.

Aug 8 Derrick Goold, of the St. Louis Post-Dispatch, reports St. Louis Cardinals SP Mark Mulder (elbow) could be ready to begin a minor league rehab assignment as early as next week, according to Cardinals general manager Walt Jocketty. Mulder will throw one more simulated game before beginning a rehab assignment.
