The Romney campaign is actually doing a great job of making people "think" he's much higher. In my opinion, it's similar to what Kerry did last election. He wasn't expected to do well, but dominated in Iowa and New Hampshire which is where Romney's leading at this point. Then again, Kerry arguably lost on a "flip-flop" attack campaign, something I'd argue Romney is quite susceptible to himself.
Personally, I don't understand how Giuliani is leading by so much at this point except for anything other than name-recognition and lackluster opponents.
