It's worth nothing that these terms don't mean that the bridge will collapse. "Structurally deficient" can mean that the bridge was designed for significantly smaller traffic loads, which can mean that it will cause traffic backups, that certain trucks won't be able to use it, or that it will collapse soon. Pretty wide range there.
Me thinks they should come up with a better schema.
