This move is probably because they are rumored to be trading Loretta, Lamb, and Ensberg which would leave them with Wigginton to fill the hole at 3B. They could also turn around and trade Wigginton again for better value than when they traded Wheeler. Just my opinion but I think it is a decent move by Houston.

I think that TB did this because they think they can get Wheeler to sign a contract extension. (His ERA is currently 5 , so they might think they can get him for a song - good logic ).Another good trade by TB .

I don't know what Houston were thinking , except maybe "duhhh we need look like we do something.we have three second baseman already we will be team with four.we win most 2nd basemen yaaaay! or maybe wigton play dh for us!!!"

Stuck describes the Astros at many times, but this actually looks like a decent trade for them, especially if they can get rid of Lamb.

No, Reyes is a FA after this year and would cost a lot more money than the minor league contract he signed. He's turned into a pumpkin in my opinion (though not sures if that is based on injury, workload, or ability) and should be sold high by TB soon. Seattle is very interested as are a few other contedning teams in need of bullpen help. He's old and he's not going to be around to help the Devil Rays. Trade him for some useful pieces to help for the future. IMO, getting a future RP arm would be ideal.
