Title IX. Probably welfare first, but of those, I have to say Title IX.
These anti-drug/anti-alcohol commercials and ads do absolutely nothing. First of all, they're stupid and not even effective commercials- has anyone seen the one with the talking dog? What is that anyway? And people who do drugs and drink underage are probably just going to dismiss these ads anyway. There has to be another way to get their point across.

What an odd commercial. Maybe the dog should focus on her use of hallucinogens rather than the weed. Just saying.
