Unless this is a trick question, lefties have a direct view and a throwing lane to 1B so it would be harder to steal against them from 1B. 2B depends on the pitcher.
Although a guy in my high school had an amazing pick off move as a righty. He wasn't a very good pitcher but he would be brought in later in the game just to pick a guy off at 1B.

Way easier to steal second off righties.
I doubt it matters much stealing third

As a runner, when a righty is on the mound all you have to see is his first movement from his left foot and you're gone. Against a lefty you have to wait to see if he's going to the plate first so you can get a much better jump against rightys (unless you go first movement against a lefty which is risky).

I'd say it would make it easier to steal off lefties, but still not easier than off righties. Off a righty you can go as son as the left leg leaves the ground. Even calling a balk correctly you have to wait longer off a lefty.
