MOST Rookies are to inconsistent.
Are you saying Bills is a rookie? He pitched a ton last year...wasnt bad either, just had some control issues. I would say his upside is better than a rookie now that he looks to have worked some of these control issues out of the way. He could turn out to be pretty dominant even but we will see of course.

I thought last year was Billingsley's rookie season. Is he still technically a rookie?

He is definitely not a rookie this year. HE PITCHED A TON LAST YEAR and even if he was considered a rookie by numbers (which he isnt) then I would still consider him NOT A ROOKIE based on his experience
