Lazy owners

i am the commish of my league and have come across a problem i knew would happen, but could do nothing about originally...there are two owners in my league that have little to no activity (one of them does not check his team at all, the other one checks his team maybe every two weeks)
we play in a league for cash, and the owner who never checks his team is refusing to pay me the money until he gets more for himself, despite the fact that when we do other activities (play poker, go to the movies, etc) he has more than enough.
so my question is, is there anything i can do to get these owners in gear (or more importantly to me right now, get the one owner to pay)?? ive already locked his team until he pays, as was stated before the season, but if he never looks at his team, that does nothing. this is why i didnt want these two in the league to begin with, but my other friends asked them in...arg

Since it's a pay league, there's not much you can do about it. Just live and learn. Another good lesson why you can't play until you pay.
