Highly hyped when he came here, and he has exploded ever since he came to Colorado. His line last year there:
32g 22R 19RBI 8SB .345 BA
He's been on the DL for most of the season, so he's only played 23 games so far. But look at his line:
23g 1HR 19R 13RBI 10SB .330 BA
Projected over an entire season that is 70SB in 2007, and 40 in 2006. 134R in 2007, 111R in 2006. Even if the BA comes down a bit, he has only 2 CS since he's been in COL, and clearly the Rockies are letting him run. Add in that he plays in Coors, is a 2B, and that he's in a lineup with a resurgent Helton, an unbelievable Holliday, and an improving Atkins and you've got a run/sb machine.
He's also hitting .450 so far this month with a 1.176 OPS. I'd highly advise that you pick him up.
Yeah, he has been great so far. I went into this season thinking that 2B would be my weak point, but man was I wrong. Matsui and also Jose Lopez have been very pleasant surprises for me.
There was an unofficial thread on him, but I was waiting for this official thread. Now that it is here, I'll comment later.

Depends on the team's needs. If I needed speed and runs and average, Kaz, and if I needed power, Kinsler.
If it was a keeper/dynasty, Kinsler.
