Will this type of league work? Suggestions wanted

I'm looking to start a dynasty league this year that will start with the second half of the season and starting next year go a full season. Each manager will represent a real MLB team where they start with 8 players from that team. Right now here is what the rules look like:

5x5 roto dynasty 12-20 teams. Each team will start with 8 players from their respective team. At the end of the year each team will keep their entire roster and must have a minimum of 6 players from the team they represent.

At the end of the year we will have a 3 round minor league draft. Eligible minor league players will include any players with under 20 IP/30 AB in the majors and are not on another team's roster at the end of the year if they are in the Yahoo database. This can include college/high school/Japanese players. A player can be kept off the active roster until they have 70 IP/ 175 AB in the majors. At that point they must either be kept on your active roster or released.

Since next year will be the first full season the max IP limit will be 1250.

Can this type of league work with no contracts? Will it be competitive with owners getting the Red Sox/Yankees compared to the Padres/White Sox? Any other suggestions?

Yeah it would work. I think it would be pretty cool, just make sure you get that 12-20 people. thats pretty hard to find.
