Eligibility?

I am trying to figure out what determines when certain players become eligible to be picked up in particular leagues. I play in a CBS Sportsline league, which has a ton of minor league prospects available for acquisition, yet there is a particular pitching prospect who is having a very strong year that I'm interested in grabbing, and he's not in the system.

I tried e-mailing the Sportsline site, but got no response back.
Anyone know why some AA players are eligible, but others aren't?

They only put in the better-known prospects. You can create player cards for players that are not in the database, though I personally don't know how to do it.
