Sportsline H2H Reserve players rule?

I am in one league (CBS sportsline H2H nonkeeper points league - 6 reserve players max once scoring period is about to start, lineups set for entire week) , where one owner immediately drops his catcher once the scoring period begins, to add a 7th reserve player (usually a pitcher for streaming the following week) - holds him the entire week and then waits until the last possible moment before the next week's period begins - discards his prior streaming pitcher, gets a new catcher, conforms to 6 reserve/one catcher to start period, and rinses/repeats, dropping the catcher once the week starts. In effect, during the week, his team doesn't have a catcher, and he has gained an extra bench spot for a pitcher he will stream or other WW player he can lock in and see if he will get hot.

Another owner asked CBS help center if this was permissible - they said thanks for telling them and they would look into it - but nothing has been done that we can see - and he is still doing this. Should I interprete this to mean its acceptable pursuant to the league rules and just get over it? It wouldn't bother me so much except this is a very competitive league, with each team only one or two games off the leaders.
