Right now I'm sitting dead last in ERA and WHIP, mostly because of my inconsistent closers and some terrible outings by may starting pitchers. Is spot starting the only way to reduce my ratios?

spot starts usually end up hurting you more than it helps. Depending on who your sps are.. I would just stick with them and add some middle relievers to reduce your ratios.

you can still turn it around at this point in the season. Throw your roster up so we can get a better idea of who we are talking about.

Assuming this is Roto.. you have to be:
a) more selective and patient throwing out your starters
b) find MRs with very nice ratios to help you out.
B is the more common selection. There are plenty of quality MRs to help lower your ERA / WHIP. I wouldn't be too worried about ERA / WHIP right now. But, if your WHIP is astronomically high, I'd be a little worried.

Be careful not to sacrifice other categories in trying to improve these two.

Same exact way you overcome any other stat, ERA/WHIP/AVG are no different than any other stat when it comes to catching up, you play players who are good at them and you catch up.
The only difference at all is that you can shop short of your inning/game limit with those to hold your current position, can't do that with counting stats.

I'm with the other guys... you can't sacrifice all of your other pitching categories just to try and get these two back to the "average" range.
Your starters have to keep eating up those innings, or you're going to fall way behind in Wins and Ks.
If you feel like you can trade a few saves, then I'm completely down with adding in a few MRs into your staff. They're always available on the WW because most teams consider them useless, and if you can get a couple of premier ones they'll fix up your ERA/WHIP pretty quickly. The only downside is that they'll be costing you saves.

im in the same boat in my 17 team league, im 3rd to last in era and whip thanks to guys like bush.... i'm either going to start doing pitch or ditch with the bottom of my pitching staff.
or drop bush for a guy like linebrick and get solid era/whip from a MR
