In a H2H league is when you want a player like Rollins. He can single handedly career your fantasy team on any given week. Over the last 3 year avg., there hasn't been a better producing SS than Rollins. I would only take Reyes over him now. He has ALWAYS been a fantastic second half player. Especially if you look at his numbers in Aug/Sep. His start this year was just a bonus. Comparing a proven player like Rollins to Kinslar is ridiculous. I'm not sure what's up with the cafe, but he is probably one of the most underappreciated players in fantasy.
I definitely see Rollins as top 2. Only Reyes can outproduce him. Regardless of the kind of game you're playing, Rollins is a benefit to your roster. He hits for a very respectable average, has excellent power for a SS, drives in his fair share of runs, and can steal bases. And, more importantly for fantasy owners, he has done this consistently, which means that you can pick him up in your draft and be sure of the product you are getting. I can't think of another SS (besides maybe Reyes) that you can say that about. And he typically comes with a much more modest price tag than Reyes.
