i'd say at least 2 more weeks. AT LEAST. he threw off a half mound recently and the yankees really have no reason to rush him back.

Per Rotoworld 5/21/07:

Phil Hughes threw 25 pitches Monday during his first session on a half-mound since straining his left hamstring three weeks ago. Hughes, who was deemed out 4-6 weeks when he got hurt May 1, has missed three weeks already and probably won't be back in the majors for another month at least.
