I think that legally you could argue that 'Iraq' is an artificial 'construct' and I think that given the fractitious nature of the Iraqi body politic as it appears today, you could probably get basic agreement to that amongst 'Iraqis'. Since the parties are generally aligned along religious/ cultural lines which happen to 'extend' out to Iran (for the Shiites), Saudis (more hardcore folks leaning towards Wahabbism) and Syria and perhaps Turkey, it seems logical to split it up.

We" are the coalition, if there are any allies left or the USA if not.
