League ethics question

Technically, in our league, Players that are in the minors are ineligible to be on a roster.

So, until Lincecum is officially called up, he's ineligible.

Because we hold our draft in the preseason, some non-major league guys got drafted -- Phil Hughes this year, so it's really been a rule about waivers and FA's than drafted guys.

The thing is. if somebody grabs Lincecum, I doubt the people in this league would make too much of a stink about it.

Since he is going to be called up and he is scheduled to start, at what point would it be OK to sign him?

According to the league rules that you have stated, I would say at the moment that he is called up and is a member of the major league roster.

I would say until he is officially called up he should remain illegible.

By your rules once he is officially called up he should be able to be picked up. That is an odd rule though. I would consider getting rid of it especially if you are allowed to draft such players.
