Is Linc a good add in 10 team h2h nonkeeper leagues? Or is he not quite there yet?

from what I can tell he is a must add in pretty much any format, his stuff seems good enough that he'll be posting an ERA in the mid 3s if not lower. Hopefully Tim "Seabiscuit" Lincecum will be up shortly.
