Best way to run an expansion draft

I run a 10 team H2H league and we voted to expand to 12 teams for next year. Just looking for tips as to the best way to run the expansion draft. We have 30 man rosters, and 15 keepers, this is year 4 of the league being a keeper. No limits on how many years you can keep a player. Here's what I was thinking, any thoughts to help will be appreciated. After looking at all the teams rosters, this seems like it may work and be fair to all teams.

Each team will select 4 players that can't be chosen in the draft.
As a player gets selected from your roster you can then pull back 2 players. No team can lose more than 2 (or maybe 3, I'm thinking this one over) players. Another thing I was thinking is we usually only allow players in the Yahoo database to be drafted, I was thinking of changing this for just this year for the 2 new teams only, this way they have first shot at some younger studs. Again, I'm just starting to work out the details so if anyone can help I'd appreciate it.
