yahoo trade settings question

i'm in a money league with friends (and friends of friends)
and there seems to be a group of 4-5 of them who are voting against trades just to mess with one person in the league,
so his trades get vetoed.

i can't change the settings to "commisioner option" once the season starts, so it's stuck on "league votes"

i figured i would try changing the length of time the trade takes to process from 3 days to 1 day,
when i noticed that there is another option
"no protests"

so i just switched it to that,
i realize it should be somewhat self explanitory ..

but this means people can't protest a trade, right?
so the voting is useless?
and how long does it take for the trade to be processed?

any help is really appreciated
