If each team is improving then no it's not. Teams overpay but as long as each team fills their need to veto is not cool.

Is the team giving Hafner filling needs with the players it is receiving? The trade straight up is not vetoable but if the team giving Hafner is going to have to drop players equal to what it is receiving then maybe.
