I think more forums would be visited if you didn't have to scroll very far and things were clearly labeled. By now I know where everything is, but it was a bit overwhelming at first.
Cutting down on the descriptions, and fitting everything onto one page would help a lot.
Commissioners Corner:
"Have a problem with your league management, or want to know which rules work best and why? For everything related to scoring categories, keeper deadlines, collusion, or whatever else comes up, step right in and find out."
Something like that could easily be replaced one sentence:
"Post questions or concerns about league management or rules."

Yeah, now i have the numbers of the fourms memorized (kinda scarey, i know), but it would be better if all of the high traffic forums were at the top. And the team and League forums were at the bottom.
"I do not think baseball of today is any better than it was 30 years ago... I still think Radbourne is the greatest of the pitchers." John Sullivan 1914-Old athletes never change.
it used to be leftovers for me, but the same questions and thoughts seem to come out every few weeks. the general talk is far more entertaining. i suggest those who havent visited often to come around more.
