How does a guy go from being the number 5 starter last to being the number 7 starter after having a great spring. With Schmitt being hurt how can they not turn to Billingsley??

They very well might, actually. I think the idea was to give him some time in the bullpen to refine his control...his walks will be more of a problem as a starter than a reliever when he can go max-effort for short stretches.
