He's definitely not a "stud" and that's why he wouldn't have been picked in the first 4-5 rounds even when healthy. But if he's right he has a chance to give you that 3.8 ERA with a decent enough WHIP and K's (7.6 K/9 last year) that he will help a fantasy team.
If he's on the FA wire and you have room on your DL, I'd pick him up (and have). If nothing else he'll have some value as his comeback nears.

I think a 3.75 ERA is not unreasonable in that ballpark. He's actually very similar to Beckett and Burnett in the sense that he's a hard-throwing rightie w/out great control but w/ + velocity on the fastball and a good hard breaking ball. He has imperfectly refined pitches beyond that, so he basically is a 2-pitch pitcher.
