When does the draft start?

I was looking over the league rules, and you were stating must have no more than 35 starts to go into the prospect draft, this seems find for batters, but shouldn't pitchers have a different standard. I also didn't understand about pitchers must have 10 innings pitched each week, to count as scores. If I'm not mistaken most pitchers do not get 10 innings except starters who get a double starts and very few times will a releiver get 10 innings a week.

computer is in for a triple bypass
I am at the library now with a 15 minute use limit.
The Doctors should release it by Thursday.
I will post my 15 to keep and 2 prospects as soon as I can.
I'll try to do it from here on another day if I can.
I am looking forward to this format.
