Someone in my league dropped D Lee...what's a commish 2 do?

You pick him up, that's what you do. Last week a guy dropped Liriano in a keeper and I surely snapped him up (and then put on my DL, so he's not even costing me a roster spot). If you don't, someone else will. If you want to give him back to the guy, then that's one thing - but even that can be considered collusion on some level. But to let someone else get him just because you're the commissioner and try to convince yourself it's fair play is a bit masochistic, in my opinion.
